I had the same issue. I called the support but they only said "Sorry, there's nothing we can do".
Apparently there's something seriously messed up with their validations. So make sure you don't have any inconsistencies in your user data.
My solution:
My phone number had a different country prefix than my actual country I selected (because I live on a border to another country and have my contract there). I then changed it to a phone number inside the country and it miraculously worked..
It's a shame how little apple cares about developers.
