This doesn't seem to be an issue with agvtool but rather the package cache. Every time I run pod install I have to refresh the cache. Sometimes when I open Xcode 15.3 it fails to load the cache. When I switch branches... it fails to load the cache.

We are running into the same thing, we have an icon with a gradient that is turning invisible in Xcode 14. Going back to Xcode 13.4.1 resolves the issue for us but hopefully someone from Apple can chime in.
Edit: It took trying multiple conversion websites but we were able to convert from PDF to SVG and are now seeing the asset as expected when deploying from Xcode 14. However, I still believe Apple should look into the bug causing this because many developers may not notice rarely-seen assets going missing.
WTF is going on at Apple? This has been an issue for more than 24 hours yet auto-update (which I had turned off, so please stop turning it back on) installed this very obviously and entirely broken version of Xcode just a short two hours ago. APPLE, DELIST THE BROKEN VERSION AND STOP WASTING EVERYONE'S TIME. It doesn't help Apple's terrible servers can't serve downloads at higher than 5 MB/s when I'm on gigabit internet. You'd think the most valuable company on the planet could achieve basic things.
