I got the same error today. Turns out the problem was just that my Development certificate had expired. We use fastlane, so running 'fastlane match development' on the command line updated/installed a new development certificate and dev profile that I could select from the project signing page. The only problem is the new dev profile has an ugly random string at the end. Perhaps if I had deleted the old one on Apple's website first it would have not have had to do that.
