We have gotten to a point where we can sign, notarise and staple the app in the CI/CD pipeline. The price we pay is that some functionality in some 3'rd party libs is lost as these libs assume a non-std. macOS app folder structure. But we might be able to find ways around this.
The signing, notarization and stapling removed the need for the "hoops" needed to launch the app under 15.1. Meanwhile, until we release, we have created an Automator action for the "hoops" ;)
