I'm having this same issue and looks like others are as well. I've had an open ticket with Apple for over two years and even escalated to the exec team support. They blamed everything on my end initially. Got a whole new network, iphone, everything... Still doesn't work on mine but does on a net new account. I'd switch accounts if I didn't have over 700 movie purchases from Apple. Unreal. No response. No updates. Nothing.
