Having the same issue here. Still not solved for me. As sole user (Admin, Account Holder Role) I get no "View and Agree to Terms" button in Action column or any other possibility to agree.

Solved using a suggestion posted on Stack Overflow just few minutes after my previous reply:Login to your Apple developer account https://developer.apple.com/account
Click "Review Summary" button on the top, read and accept the updated license agreement
Go back to your App Store Connect, Agreements, Tax and Banking https://appstoreconnect.apple.com
Click the "View and Agree to Terms" link in Action column, read and accept the updated agreement.
