I have stumbled across the same thing when upgrading my production environment to Ventura. In particular I store some extra data in the EXIF "makernote" field of a captured image from a network camera. In Ventura I cant read this data back out of the image file but on any earlier MacOS I can read the makerNote data from the exact same image file.
Has this been logged with Apple as a bug?
