I have the same issue on iOS 15 beta 8. I've tried reinstalling the profile, resetting the AirPods, etc. No matter what I do the beta firmware won't install.
In my case the the "Install Pre-Release Beta Firmware On" switch flips to false by itself when I leave the view and come back.
