In our testing we don't see the Order field have any effect whatsoever. i.e., the order in which the extensions receive traffic stays the same, irrespective of what Order we set on the MDM profile.
Could you please share a sample profile we could use here, that list some sample extensions with the desired order (ie com.company1.Extension1 supposed to receive traffic before com.company2.Extension2)? Note these extensions are from different providers/companies.
Note we made a forum post at https://developer.apple.com/forums/thread/767786 about this topic as well, but we haven't seen any responses there.
