The same issue was on macOS Monterey 12.2.1 MacBook Pro 2016 15in i7 this week after restarting the OS while I was working normally.
I have tried:
Upgrade to 12.3.
Change Wifi/ use the phone's hotspot.
Reset NVRAM/PRAM
For now, It still does NOT work :(
