I have noticed it on apps running Chromium, or Chrome specifically.
What happens is scroll stops and you have to wiggle the mouse to get it working again, and scroll a second time.
It is Apples fault that the developers have this issue, and apple is not addressing it because it is perceive as a Chromium bug, but really no app should be glitching in this way
Slack as an app seems to have the issue, I bet if I looked harder Slack would be built on Chromium.

Also I get this only in Chrome and Slack, but on Razer mouse too.

OK my findings were only found in Chrome and Slack. Slack is a Chromium App.
and so I think this issue is with the Slack and Chrome developers. not with Apple.
Possibly this could be a fault in Electron framework, but Facebook Messenger did not have an issue.
