New Outlook uses different search methodology without accessing Spotlight (I believe) but new Outlook is not useful for many parties. I am running 12.2 Beta 2 Monterey and 16.58 Outlook with no issues .

What Mac OS are you running ?, I have had no issues since Outlook 16.58 was installed . It works great with no issues (Not on New Outlook but the OG version)
This is REALLY not necessary to downgrade the OS , There is a 16.57 and even now 16.58 version of Outlook that solves this. See all the comments in that regard recently in this post.

I didn't have this problem at all when using 16.58, did you activate the New Outlook option in error? If so just toggle the New Outlook switch in the Menu Bar and it should take you back to the old UI

How do you mean it's not the classic UI? Mine is exactly the same as it was before. Using 16.58 made no change to the UI for me.
You can get it by using the beta channel. Look at the auto update section of outlook, select Advanced and then beta Channel
use the 16.58 version of Outlook in the beta channel , that sorted the issue for me.
Just use the latest version of outlook 16.58 in the beta channel. It addresses the issue based o my experience and others in this forum.
What version of Outlook are you running? You need the latest version which my be under advanced beta. Version 16.58. Go to Auto Update and select advanced Beta Channel to get that version if it is not public as yet. See if that helps.
Did you try the 12.1 Monterey.
New outlook is half baked
That is strange . I am running Monterey 12.2 Beta and 16.58 Outlook and it is wondering fine now with the 16.58 outlook version . Before that it wansnt.
Strange as it seems from the other comments that those with 12.1 are managing to search. There may be a public Beta of 12.2 available (Mac OS Monterey Beta 12.2 (21D5025f)) not sure as I use the developer beta version of Mac OS.
