We're running in to this issue as well. It makes absolutely no sense for the ability to create Developer ID certificates to be limited to the actual account holder, by all means make it its own role, and only allow for 1 or 2 people in an organisation to have that role at the same time, but limiting to one person who most likely doesn't know what a certificate is, shows a lack of thought in design beyond accommodating single-person or small start-up development team scenarios.
