Potential Workaround: Hey, I had the same issue but on iPadOS 18 (22A5297f), settings crashed when trying to go to screen-time menu, but my iPhone which is iOS 18 beta 2 screen-time settings where still functioning so i have deleted the app limits on my iPhone, change my date manually on my iPad to tomorrow so the apps are enabled again, and reverted the date by automatically syncing it. Now the app limits are removed and I’m able to access the apps on my iPad. Screen-time menu in settings still crashes though but at least the app limits have been successfully removed. Potentially you could try on another device thats connected to the same iCloud account , remove the app limits and see if the way I tried works on your iPhone as well.
