Investigating further. I was using a free google voice # to test, which has limited MMS capability, so it would get stuck. When it stopped working, I found that I could still push it out manually as MMS.
Just now, I switched the phone number to testing my own phone number. It didn't work the first time, but then it did thereafter. Hopefully, it will remain reliable across app cold starts. I still think if it's going to fail because of SMS, my app should be notified correctly.
