I was setting up my mom's new re-used phone and found the same error. To fix, I went to settings>photos and toggled the "Show Featured Content" to OFF. I then closed down the settings app and the photos app (swipe up to pull up all apps, then swiped the photo app up to close). Then I went back to my photos setting and toggled the "Show Feature Content" back ON. Once you click on the widget, it will hopefully turn back on. Good luck!
