Same issue running Xcode 13.2.1 on M1 w/ BigSur and iOS 15 simulator. Downloaded iOS 13.7 and now paste works.
If possible, try iOS 13.x simulator. Paste worked there for me. M1 + BigSur + Xcode 13.2.1.
Works here when Simulator is running iOS 13.x.
My users are also complaining about my "broken" watch app that cannot transfer audio files to iOS counterpart app. Root cause is the very same error reported on this thread.

First saw the error on simulator (Xcode 15.4 iOS 17.5 watchOS 10.5) then reproduced the bug on real devices too. Regarding the battery draining, it's gone after programmatically cleaning zombie file transfers. Hope this error gets fixed soon.
Must note that my use case is a little bit different from reported: my app is transferring files from AW to iPhone, not the other way around. But the error is exactly the same.
