I think u can this in Xcode Preferences.
Select the Navigation tab.
Change the Navigation Style from Open in Tabs to Open in Place

Install Xcode 12 Beta.
Open xcode. shortcut command+, enter Perference Page.
Click Locations - Command Line Tools. choose Xcode 12 version.
