yeah, that is the issue of network, but I am curious why it can download the ipsw file when the Internet is not available.

we still have the xcode14.2 and watchOS 9.1 installed on the agent, not sure it impacts?
@MobileTen ,thanks, is there any known issue with xcode15.1 or 16.1 simulator? do I need to upgrade all of them?
