For someone who still encounters this problem.
Under some network conditions, iMac Pro (2017) models may not start up to diagnostics and instead display 'Unable to run diagnostics. ADTM-113'
If this occurs, try the following steps:
Connect the unit under test directly to Ethernet. Using Wi-Fi is not recommended.
Use the Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 adapter connected to an Apple Thunderbolt to Gigabit Ethernet Adapter.
If the issue persists after trying the above steps, escalate to Channel Service Support (CSS).
