I've opened up a new code level support request in order to see what on earth is going on because this is such a ridiculous issue and it's holding my company up when I've got 2 corporate partnerships with charities and at this stage if Apple support continues to ignore my requests, I'll forgo Game Center altogether and authenticate through some other method. I'll update you on what happens if anything.

My game does have a retry button although, I haven't tried anything drastic like a brute force retry over a set number of iterations which I may try now that this bit of information you've shared has meant that at one point, the reviewer did get authenticated as sometimes they send me error code 3 as well. Let me know how you get on with that.
Other than the complaint I put in yesterday for making me wait 2 weeks and counting for not replying to my issue, nothing to report yet. My game already has achievements and leaderboards. I'll try a submitting a build with a brute force retry over 30 seconds tonight just to see what happens.
Yeah, I'm already trying to release version 1.0 and I have leaderboards and achievements on the prepare for release page. Funnily enough, I got back the review from the last build I sent and it did not contain the typical rejection as I currently have an issue with the app review team whom I believe are asking me to implement ATT innapropriately because the reviewer seems to believe that I require it for Playfab and ByteBrew even though they arent data brokers or related to advertisement.
I doesn't seem like they've logged in as I checked for recent players, so as far as I know, this is still an issue.
Someone finally replied to one of my case IDs so I'll try something there.
Guess what? they've sent me to the wrong support team. I reached the Apple Developer Program Support team even though I made a code-level support request and now I have to wait even longer.
I'm going to try moving achievements and leaderboards to a group and see if that makes a difference.
That's so messed up that the errors we are getting just don't make any sense. They are escalating my case up to senior advisors so I'll point them to this thread and I'll see if I can get them to help you as well once they get around to it.
Out of curiousity, have you set app availability in specific countries? I have mine in 8. I'm starting to wonder if the reviewers are testing in countries that I haven't listed and this perhaps has something to do with it.
I opened up a code-level support request nearly 2 weeks ago. Last week, the wrong support team somehow replied to my code-level support request. I complained after they tried to make me submit another one and I was told a senior advisor would contact me and now I'm waiting. I doubt the reviewer is going to help you considering that they aren't even willing to share information on their build environments as I found out last Friday.
Who knows, we may even have the same reviewer, lol.
The only update I've gotten is that the senior advisor finally contacted me on Friday 1 hour after I sent another complaint. The important part of the email was:
"I understand that you are trying to reach code-level support, but your inquiry has been misrouted to Apple Developer Program Support instead.
I've forwarded your request to the code-level support team. They will follow up with you directly if they need any further information."
So I guess we are waiting again.
Any responses to your code-level support request yet? I'm still waiting for the team to respond and I've sent a complaint to the senior advisor.
I honestly cannot stand Apple and their incompitence when it comes to communication and the fact that they willlingly ignore parts of what you tell them in place of others in order to dismiss your problem rather than actually trying to address the issue, because I have experienced this with them as well. They have a serious problem with their support and they ought to spend more money in improving it because it's completely unaccepable that we spend 5x the amount on an Apple Developer account...
