I also get this error, but not with RAW photos. I get it with a good proportion of fairly recent “Shared with you” photos. I’ll get an error trying to download a higher quality of the image if I hit save or edit. And the if I share the photo I get the same message as you. Issue was on IOS 17 and now still o. 18.0.1.
