Although the Ventura 13.1 kernel debug kit was posted, there doesn't appear to be a kdk for macOS 12.6.2 21G320 or 11.7.2 20G1020 available in developer downloads.
The Ventura 13.0 kdk is also still missing.

macOS 13.0 was released October 24, 2022. As of December 11th there does still not appear to be kernel debug kit available for this release, or any release (non-beta) version of Ventura.
The kernel debug kits for 11.7.1 and 12.6.1 also appear to be missing.
When will a kernel debug kit be available for a release version of Ventura?

"kmutil load" will fail to load a 3rd party kernel extension when booted into an OS on an external drive. The same kernel extension will load fine when booting from the internal "Macintosh HD" .
"kmutil inspect" also fails with the same error message when booted using an external drive, but works fine when booting with the internal "Macintosh HD".
Both errors indicate the "kernelcache" file cannot be found:

The "kernelcache" file path does not exist. In fact, there is no "904DF..." directory under "boot". There is no "kernelcache" file in the entire "/System/Volumes/Preboot" mount.

Is there a special way to load kernel extensions when booting from an external drive?

The 11.0.1, 11.1, and 11.2 Kernel Debug Kits include kernel images for t8020 arm64e kernels, used with the Developer Transition Kit (DTK) system.
The production M1 systems use t8101 arm64e kernel images, however. I see the latest 11.3 beta KDK adds the t8101 files, but there are none in the earlier 11 KDKs.
Where are the t8101 KDK files for 11.0.1, 11.1, and 11.2 available?
