It takes time to get the Account active.
Contact the support
Go to: https://developer.apple.com/contact/#!/topic/select
Select the "Membership and Account"
Select: Program Enrolment
And provide them all of the info from your Invoice.
Include the information that you paid but account hasn't been activated.
Ask if there is any problem with your account and what else you need to do.
Just be nice and do not talk like they own you something.
They have lots of manual work to do, so it takes time.

They wont contact you.
Not in 48 hours or even after a week.
You are kinda "blacklisted" by system. Support person must review your account
Contact the support and tell about your issues. Just be nice and explain nicely.
They have to manually check your account.
They ask for more information and other things. Be prepared for this to take like 2-4 weeks before you get account activated. If at all.
