It it probably because you have an Intel Mac. Apple dropped support for that, although it was working in previous beta's.

I am having exact the same problems. Did you find any fix? I think it has to do with the way Apple supports pairing. CBPeripheralManager should actually get some love from Apple engineers...
Do you have control over the software in the BLE device? I think the pairing is initiated from there.
