Hi! I also faced such issue and I tried several Visa cards from Central Asia, Canada and USA but with no success.
I just messaged Apple Support and Support said that they face issues from payment from web and suggested to pay from Apple Developer app (before support chat I could not pay from app, because button was disabled). Then I checked the app and the button was active and I easily made a payment :)
