TV App Won’t Let Me Watch A Movie

I rented a movie on iTunes. I tried to download at the airport but it didn’t work, which isn’t the part I need help with. I try to download it now at a hotel and it says “You can not redownload this.” Then I try to watch it using WiFi and the same message pops up. I have tried refreshing and restarting but the same thing happens. Please help!
