is it possible to write an app to implement dynamic wallpapers on home screen?

I wonder if it is it possible to develope an app, which lets a user is able to add,edit and remove pictures on the iphone home screen.

somebody told me it is impossible, but I still expect more ideas from you guys. Thanks a lot.
