Patent license fees for using HEVC/HEIC?

Hello,

I'm wondering if you are implementing Apples frameworks in your commercial apps to create HEIC photos or HEVC videos whether you have to worry about patent license fees?

Do you have to contact the patent holder of these new technologies if you want use them in your commercial apps and pay license fees? Or don't you have to worry about it because Apple already pays license fees to the patent holders?
