I hired a Developer to build my app. I now want to do another but he's booked for awhile.
The new app would be exactly the same as the previous one, just different art and pics.
In theory, having absolutely no coding ability, would I be able to open the Xcode file and simply replace the art and pics then re-name it? I've been able to do several Sticker Packs by myself in Xcode but I know an app is more complicated.

It all depends on you, and as long as you're talking about updating an existing app. For the uninitiated, it could be a daunting, non-trivial task. For someone already familiar with the entire process, however, it would be relatively simple.
You'd need to update the version number in the project, and meta data in iTC. See: Create a New Version
