when Xcode archiving , CPU 100% usage.

I am having the same problem.

I have tried deleting the Archive folder and Derived Data Folder, but that did not help.

I tried deleting expired certificates in keychain, but that did not help.

Archiving can be an expensive operation — it typically builds you app with optimisations enabled — so 100% CPU usage isn’t a problem as such. Are you seeing other problems? Like errors? Or the archive operation never completing?
