Can I use data in iCloud when developing Windows application

I’m a beginner of Apple developer. Now I plan to develop an iOS program and a Windows application, which can exchange data via iCloud. Did Apple open up the APIs of iCloud aim to the third party of developing system? Can I achieve the function that logging in the iCloud account and reading/writing data of the own project?
