I have come across this issue when trying to generate a new Application. I currently have two apps in the app store and I am trying to get a third one generated.
I can create the application Id but when I go to create the Development certificate I get

iOS App Development(Maximum number of certificates generated)
Sign development versions of your iOS app.
Apple Push Notification service SSL (Sandbox)
Establish connectivity between your notification server and the Apple Push Notification service sandbox environment to deliver remote notifications to your app. A separate certificate is required for each app you develop.

I cannot see why this error message appears, I'm a paid developer, I've cleared out a numbefr of old development certificates. Searching Google gives me nothing, it appears that loads of people have had this issue and nobody from Apple appears to have replied back.
Any suggestions as this seems to have stopped me dead in the water in developing a third app.
