iCloud music library couldn’t be enabled

When trying to turn on iCloud music so that I could use Apple Music fully I keep getting the error message saying that ‘iCloud music library couldn’t be enabled’ I have tried the following: Reset all settings Reset all data and settings then restore Sign in and out of iTunes and iCloud Restart several times Multiple retries Yet still doesn’t work. Spoken to Apple several times and they can’t fix it either Running iOS 11.0.3 Any suggestions on how to fix? Cheers Luke Sorry if posted in wrong place
