How to Install additional Tools in Xcode 9?

I teach game development in a lab. So I download the Xcode package and the additional tools once then distribute it to all the machines.


After installing Xcode 9, how do I install the additional tools? I was expecting when clicking on the .dmg to get and installer, but instead I just get a folder.


Where do the contents of that folder go?

'Additional tools' can be installedto any location or they may be run directly from the .dmg - installing them under /Applications/Xcode.app/Contents/Applications makes them visible in Xcode (Menu: Xcode/Open Developer Tool/).

How do I create a .package file with Xcode? I have a folder prepared and additional tools installed. I appreciate any future help I recieve.

Double click the Hardware/Network Link Conditioner.prefPane to install it in System Preferences. It effects the network of the whole machine, not just the Simulator.
