"Submit" button issues (Dev Sign-up)

Whenever I try to download Xcode, I am asked to review a contract to become an Apple Developer. After reading the documentation, I finish by checking the "Agree" box, then clicking "Submit". Only problem is that after clicking "Submit", the button goes translucent and leaves me on the contract page.
