I've seen that in screenshots shared online, most people have a "on my iPad" or "on my iPhone" section in the files app. I don't however, there is only an iCloud Drive and Google Drive section. When I try to save a file to Drive, the icon for On My iPad is still there, however it prevents me from saving it to there.
Is this intentional? Did they remove it on the latest beta? That would be very unfourtunate, I was wanting an app to manage files on the device for a long time.

I’ve been wondering the same thing. In fact, I saw a video tutorial on how to use the Files app that was posted after the iOS 11 update and they had the “On My iPad” and “On My iPhone” locations on their devices. This is ultimately what I wanted to use the app for and it’s not showing up on either of my devices.
As iOS 11 is now public, user-centric queries/comments such as this are perhaps best put to Apple's public community support forums, run by AppleCare, and/or Apple's twitter support account, vs. risking off-topic here in the DevForums, thanks and good luck.
