In Ituneconnect when I try to create a new app it returns "You have no eligible Bundle IDs for iOS apps."
Then I created a new certificate, a new APP id and a new Provisioning Profile.
After that I returned in Ituneconnect and nothing. It returns "You have no eligible Bundle IDs for iOS apps."
When iTC says that, it should offer a link to make an app id - is that the process you followed?
How new is your paid Developer Program account?
How many teams are you on? Which team are you using to sign that app?
I have the same problem. We registered the company account about one week ago, completed all the necesary forms/agrements, created app bundle ID and all the certificates and profiles but we cannot add new app. We are constantly getting the same message "You have no eligible Bundle IDs for iOS apps."
Does anybody have a solution for this?

Probably it is a Apple Backend problem, hopefully they will read this thread and fix it

I get the same message and I have completed all of the agreements, yet
You have no eligible Bundle IDs for iOS apps.
Exact same problem here - newer account (about a day old - even that took well beyond the 48-hours it said it would take).
