I am looking for a tool where I can update my app's localized metadata (What's New, keywords, app description etc..) automatically in bulk to multiple languages, without having to go into each language on itunesconnect and update and save.
Is there such a tool around?

You should look at iTunes Transporter, which is a command line tool that lets you deliver pre-generated content to iTunes Connect. WWDC 2013 Session 306 What's New in iTunes Connect is a great introduction to this tech.
