Apple Pay / Wallet not working on MacBook Pro with Touch Bar after logging off then back on iCloud

Apple Pay service via Touch Id was working fine but after I logged off from iCloud and back on again, the wallet preference pane disappeared. If I search through spotlight it finds it but gives me this error messsage: "You can’t open the “Wallet & Apple Pay” preferences pane because it is not available to you at this time." and "To see this preferences pane, you may need to connect a device to your computer."


From the console log, it seems to be a problem with the walletAvailabilityCheckTool:

I am in the United States and this was working before logging off and back on iCloud. I already tried reinstalling macOS, logging out and back into icloud, and even creating anothe user but the problem persists. Any ideas or anyone else with the same problem?
