Where did Airdrop go?

It's in Control Center, next to Airplane Mode. It can also be turned off via General->Restrictions.

I'm pretty sure that's the cellular icon and not Airdrop... at least on the LTE models. Maybe it's Airdrop on wifi-only models?

Look in Control Center and press to expand the block where the WiFi toggle is and you will find the AirDrop toggle on the left, third icon down.
