Sorry if I am asking a very basic question. I have started looking into HLS and trying to download the tools from the following link but nothing comes up.

Could it be because of my Account permissions? I am registered in "Apple Developer Program" and Entity Type is "Company/Organization". Are these tools are still available?
Any help is much appreciated.
