question on temporary IAP changes/promotions

We have built our app such that it parses the IAP name/description to determine what should be delivered to the user. The idea was that we could simply change the name/description in iTunes Connect whenever we would like to make a temporary promotion with improved value for money. Apparently changing the IAP name/description necessitates a new IAP submission (correct?). Additionally I don't see a mechanism for setting a date/time when the new IAP's should go live (correct?), for apps there is such a mechanism. This makes the timing of such IAP promotions difficult. Are IAP submissions reviewed quicker than apps in practice, what are your experiences? And how do you handle such temporary IAP promotions with respect to accurate timing to match announcements?

I'd create a website that your app referenced in the background. Based on content in that website (e.g. "Package A contains a widget and a wadget - Package B XXXX'), your app would offer one or more of your pre-approved IAPs (Package A and Package B) and would display what is contained in, for example, "Package A contains a widget and a wadget". The words in the IAP would just say "$2.99 for Package A" and because of the XXXX your app would not offer Package B to the user. Next Thursday you would change your website so your app downloaded in the background "Package A XXXX Package B - 3 widgets and a wadget" and your app would then offer the user only "Package B contains 3 widgets and a wadget" and the IAP would say "$1.99 for Package B".
