Would seem to indicate an install issue, commonly dealt w/by confirming sufficient free space on the boot drive, redownloading and trying to install again.


Still no joy, I'd wonder if there is a post-install download/component that is no longer available.


Note that minimum Xcode for upload to the store is currently v6.x
