Can't update approved app version itunes connect

Hi,

We have an app that has been approved and is for sale in the store already. we made a few enhancements and we'd like to update it.

i've gone to the 'Replacing Your App with a New Version' section of the iTunes Connect Developer Guide.

it says that once logged in 'Click + Version or Platform from the left pane' and a popup will appear about new version info.

When i click the + sign though a window pops up telling me about an agreement update. I click to 'continue' and the popup vanishes but nothing else happens.

no 'New Version' window, nothing.

Can someone help me figure out what's wrong. Have I done something wrong?

Can someone please help me with this? i can't seem to get any help from official apple channels and i'm starting to panic. i notice that another of my apps has the '+version & platform' link that is described in their manuals but my other app has only a '+version link' and it doesn't seem to do anything.

i am getting desperate. please help.
