Clear cache for home-screen web apps

I'm having a problem with the cache not being cleared for web apps installed to the home screen. The problem is similar to the one described here:

I found a fair amount of discussion of similar problems online, but haven't found a working solution.

I've tried all the usual things: deleting everything I can in Safari's settings, deleting and reinstalling the app, rebooting the device, etc. No matter what I do though, the home screen version loads a cached version of the app. Safari itself loads the app correctly; it's only the home screen version that seems to be using a cached version.

I'll also mention that I recently switched from hosting the app on Dropbox to hosting it on Firebase. Oddly, I never encountered this problem with Dropbox, but I'm not sure why the behavior would differ between the two.

This is on an iPad Mini running iOS 9.3.5.

It seems like there must be a way to clear the cache for home-screen web apps. Does anyone have a solution to this problem?
