in-app purchase is not supported

One of my users are getting this error message, when trying to make an in app purchase:


in-app purchase is not supported

device licensed app does not support in-app purchase

Does anyone know what this means?

the user profile settings may not allow that user down perform any in-app purchases...i think it in the AppleId settings
