Problem with Apple Developer Program Support

Hello everybody. I have problems with the purchase of your developer account . I can not write in support. When I turn on the link https://developer.apple.com/contact/submit/ I get to the page where it says WE'LL BE BACK SOON. How long will it last? I have a very serious problem . Apple wrote off the money from the bank card . And trying to do it again . And access to the development program I dont have yet.

Tthe same thing is happening to me too. Apple sent me an email with Photo ID request but link in this email to upload Photo ID doesn't work.
