To 'fix' the issue of being prevented to put your app in the store you first need to renew your Individual Developer Account. That can take time, and once complete, there my be other agreements still pending, so be sure to re-check.
We had this issue where we had paid the renewal in the developer center (3 weeks before expiry) but for some reason the update was not synchronised with itunes connect.
A quick call to iOS developer center on one of the numbers listed on the following page and the issue was fixed by the support person within a couple of minutes.
