The problem is still there after several days and attempts to activate it while connected to different Wi-Fi networks.
iTunes activation doesn't work too.

Tried activating via iTunes and received an error message.

DFU mode to Restore
DFU mode is signified by having a completely black screen on the device.
Follow the seteps below:
- Connect the iPad to your computer and launch iTunes
- Turn the device OFF (hold down the power button at the top of the device)
- Continue to hold down the HOME button until a message appears in iTunes telling you 'an iPad is in recovery mode has been detected'
- Then follow simple instructions on iTunes on your computer.
Once it's recovered, you will notice that it's installed the ios 9.2.1 instead of ios 9.3
Everything will be working how it should.

durian Mar 23, 2016 6:50 AM (in response to tequilasy)Having same upgrade issue with ipad2 trying to activate with 9.3. Support opened a ticket and said they will get back to me. Most likely a larger problem for apple than they will publicly admit.

If apple was aware of this problem in January, why haven't they fixed on the public release 3 months later?
